The Edmonds Case

Summary of the Case

People involved:

Alan Dale Edmonds – a retired U.S. Military air force employee previously detailed at Clark Air Force Base, Philippines. Now living in San Antonio, Zambales.

Liza – seven year-old adopted daughter of Edmonds was allegedly raped four times by the son of the housekeeper, Mrs. Purisima Payumo, mother of two children, part-time house keeper of Edmonds, living in Barrio Barretto, Olongapo, who leaves her children in Edmonds’ house.

Roger – 12 year-old son of Purisima Payumo confessed to multiple rape of 7 year-old Liza and is now charged with another rape of a 13 year-old child from Barrio Barretto.

Oscar – 12 year-old, adopted son of Alan Dale Edmonds accused by Liza of raping her also.

Rose – teenage daughter of Mrs. Purisima Payumo,lived with Edmonds since age of 12, she was allegedly sexually abused by Edmonds over the years. Her mother wants her to marry Edmonds.

Attorney Edmundo Carian – attorney officially representing Alan Edmonds, Purisima Payumo, Roger (accused) and Liza (Victim) as per official records.

Hartmut “Harry” Joost – German, bar owner in Baloy Beach, Olongapo City claims to be a representative of the foreign bar owners, supporter of paedophiles, friend of Alan Edmonds, works with Atty. Carian and allegedly raises funds to pay his fees. Charged for Obstruction of Justice in one case, falsification of legal documents in another. Allegedly committed perjury to help a Swiss national get a divorce which was overturned by the court of appeals October 1998.

An American, Alan Dale Edmonds lives in San Antonio, Zambales in an isolated area. He moved there in the early nineties and brought his two adopted children Liza 7, and Oscar 12. He hired Mrs Purisima Payumo from Barrio Barretto, Olongapo as a housekeeper, he looks on her as a mother image according to his statement. She brought her two children to Edmonds place in 1993 Rose was then 12 years-old and Roger was 8 years-old. She has her husband in Barretto and visits there three times a week living the children alone with Edmonds. Rose did the house work. Edmonds admits watching pornographic videos.

In June 1997, the seven year old child, called Liza was sexually abused by Roger, son of Edmond’s housekeeper, Purisima Payumo, by his own admission. In two (2) sworn statements (FEBRUARY 3RD of 1998) the 12 year-old child abuser confessed that he sexually abused seven year old, Liza four times in the house of Edmonds in an isolated place in San Antonio, Zambales starting in June 1997.

On one occasion he did it after he and Oscar the half-brother of Liza watched a pornography video left around by Edmonds. Edmonds took no action against Roger but left him in the house with Liza, he abused her again and again.

Liza told Edmonds that Roger had abused her, he did nothing by his own admission. Liza also told Roger’s mother, the housekeeper, about the abuse but she did nothing either. In desperation the 7 year-old child told her teachers in October 1997 and they reported it to the San Antonio police.

The child was given a legal-medical examination, the report shows clear signs of abuse. No one went to the hospital to get the results. The police and a government social worker visited Edmonds and he told them that Roger was sent to his father, Mr. Payumo in Barrio Barretto, Olongapo, so there was no problem anymore, he said. They took no further action, the child was left alone but was brought by Mrs. Payumo to their house in Olongapo where Roger stayed. No psychological help was sought for the child. It was reported to the Preda child care center for children in Olongapo. Immediately, the Senior PREDA Social worker Mrs. Mary David contacted the Department of Social Welfare and Development, social workers and the National Bureau of Investigation (NBI) and they went to the house to take the child (Liza) into protective custody as required by law (RA 7610) see; Philippine Child Protection Laws

PREDA Children’s Home: The authorities placed Liza in the PREDA Children’s Home for care and counseling with professional staff who can testify that she was in their care 24-hours a day and revealed that she was abused by Roger and Oscar. Edmonds and Atty. Carian claimed she was kidnapped and sexually abused by PREDA. Both false charges were dismissed as baseless. They are charging the same again.

Liza revealed to a social worker that Roger and her half-brother Oscar had abused her. It was revealed in interviews given by Edmonds and the Payumo children (taped recorded with permission, see transcripts and summary) that Mr. Edmonds had a crush on Rose since she went to live with him at 12 years old. The statements claim that Mrs Payumo wanted Rose to marry Edmonds, but Rose does not want to.

Child Sexual Abuse: Rose said that Edmonds brought her into his room alone, he embraced her at night, also in the bathroom, he sleeps beside her in his bed. They watch pornographic videos together and wants to embrace her at night, she do not like it. He gives her gifts and pays her tuition. These are all violations of the Child Protection act. (R.A.7610) Most of this was confirmed by Roger in his interview.

Obstruction of Justice: Edmonds, through Atty. Edmundo Carian, got Liza out of Preda’s lawful custody by filing a habeas corpus case with Judge Ubiadas who placed the child in the Government Department of Social Welfare and Development (DSWD) Lingap Center. Then Edmonds filed another habeas corpus case and got the child from them. So no cases against Roger or Edmonds could prosper. Carian represented both Roger and Liza so he could manipulate the hearings.

The Judge returned the child to the control of Edmonds and the housekeeper and she lived in the house with Oscar and was brought to the house in Barretto according to testimony. The day after being brought to PREDA Edmonds and Payumo demanded she be let out to a birthday party where Roger and Oscar would also be. It was refused and they were angry at PREDA especially when they were not allowed to be alone with Liza.

Roger was charged by the DSWD Lingap center with rape but Liza, the complaint and witness, was not brought to the office of the prosecutor, she was under the control of Edmonds and the mother of Roger. The case was dismissed because she did not show up to tell she was abused by Roger.

Edmonds lawyer, Atty. Carian represented both Roger the abuser, and Liza, the victim. There was no chance of justice for the child and an alleged obstruction of justice. They got away with it and are retaliating against PREDA.

Roger who got away scot-free with multiple acts of rape, is charged with another rape of a 13 year-old child in Barrio Barretto Olongapo (October 1998 ). The mother of Roger brought him to the home of the 13 year old and offered the money and marriage. They were both refused.

The little child Liza has been psychologically damaged by all the abuse and the false statements she was forced to make. Edmonds, through his lawyer Carian, has filed ten complaints against the DSWD Lingap center, the DSWD Regional Director and even against the Vice-President of the Philippines. Edmonds, supported by a Paedophile support ring in Olongapo, filed fifteen complaints against the PREDA Center, and also against the special prosecutor for child abuse cases.

In September, PREDA referred the case to the Office of the Vice President and head of the DSWD Vice President Gloria Macapagal-Arroyo requesting her to reopen the case and take all the minors into protective custody so that they can be free from the dominating influence of the housekeeper, Payumo, Edmonds and Oscar who all will be charged if Liza ever tells her real story and testifies.

The DSWD have been given all the tapes and statements, all the evidence needed to bring the real child abusers to justice.
