There is evidence that internet service providers have not yet installed filters blocking child pornography, as they are required to do by Section 9 of the above law.  It seems that they prefer to pay fines rather than comply with the law.

The consequences for the wretched children who fall into the hands of pornographers and abusers are horrific.  May I therefore ask you, as a matter of urgency, to urge your Government to enforce the law to the full. It would be good also if they would take much stronger action against the operators of under-age brothels, sex bars, etc, and used all possible preventive measures against sex tourism.  This could include cooperation with our Metropolitan Police Service.
