Quoted hereunder, for your information, is a resolution of the Court En Banc dated 22 November 2005

“A.M. No. 05-11-12-SC.- Re: Letter Dated 15 November 2005 of Fr. Shay Cullen, PREDA Foundation,- The Court Resolved to NOTE the Letter dated 21 November 2005 of Senior Associate Justice Reynato S. Puno, referring the letter dated 15 November 2005 of Fr. Shay Cullen relative to his request to encourage and advise judges of the Regional Trial Courts to grant without delay a blanket permission for accredited non-government organization, religious chaplains and CASA-GALs to have direct and immediate access to the cells where children are held.

The court further Resolved to REFER this matter to the OFFICE OF THE COURT ADMINISTRATOR for study and recommendation thereon within fifteen (15) days from notice hereof.” (120)
