Ralp Fael Lucas, 40 years old, a teacher of Ilalim Elementary School in Olongapo City is wanted by authorities for multiple counts of lascivious conduct and statutory rape committed against one of his students who at the time of the incidents was only 11 years old.
The victim, Joy (not her real name), was assisted by the Preda Foundation to file the legal complaints against Lucas in the Office of the Olongapo City Prosecutor last 20 September 2023. The investigating city prosecutor, Mirriam T. Esguerra, found probable cause to charge Lucas with 29 counts of acts of lasciviousness in relation to RA 7610 and two counts of rape under Article 266-A(1) of the Revised Penal Code, as amended. The cases are now filed in the Olongapo City Family Court but are not moving forward because the police have not yet arrested Lucas who has gone into hiding.
In her statement, Joy said Lucas abused her multiple times in the storage area of the Home Economics (HE) room of Ilalim Elementary School. She also said he brought her to Anbon Hotel in Barangay Barretto, Olongapo City and raped her there.
The Preda Foundation also filed in September 2023 an administrative case for grave abuse of authority against Lucas in the Schools Division Office of the Department of Education (DepEd) in Olongapo City. The administrative complainant has been forwarded to the DepEd Regional Office 3 but there has been no update from the DepEd as to the status of the administrative complaint.
Meanwhile, Joy is happy at the Preda Home for Girls. She participates in different therapeutic activities and receives guidance and affirmation from therapists, social workers and facilitators. She is expected to graduate with honors from elementary school next month.
